National Disability Insurance Scheme (NDIS)
The National Disability Insurance Scheme (NDIS) is a groundbreaking initiative by the Australian Federal Government, designed to provide comprehensive support to people with disabilities, their families, and carers.
The NDIS Act 2013 laid the foundation for this scheme, which began with a trial phase on 1 July 2013. Following its success, the full rollout commenced across Australia in July 2016, with operations starting in Western Australia on 1 July 2018.
The Australian Federal Government has shown a strong legislative commitment to the NDIS, with Specialist Disability Accommodation (SDA) forming a crucial part of this framework. The scheme’s pricing structure is designed to stimulate market growth, offering a 20-year investment timeframe for investors participating in SDA projects. Specialist Disability Accommodation (SDA)
Specialist Disability Accommodation (SDA) is designed for individuals with disabilities who require specialised housing solutions to support their extreme functional impairments and/or very high support needs. SDA housing is critical in assisting with the delivery of essential supports that enhance the quality of life for these individuals.
SDA must be available in diverse locations to reflect the variety of participant preferences. The location of SDA housing is crucial for maintaining connections with family and community, and for accessing employment, services, and educational opportunities.
Within the NDIS, SDA funding is allocated to participants who need specialised accommodations that reduce their reliance on person-to-person supports. This is particularly important for younger participants who may otherwise be living in unsuitable homes or aged care facilities.
The Federal Government has committed to providing $700 million annually for SDA over the next 20 years. This substantial investment ensures the development of new, high-quality SDA homes and provides long-term security for investors.

Supply and Demand
In 2016, the NDIS initially estimated that 28,000 people nationwide would be eligible for Specialist Disability Accommodation (SDA). This estimate was based on 6% of the projected 460,000 participants with NDIS plans. However, more recent projections indicate that over 500,000 participants will require NDIS support, with more than 60,000 needing SDA.
As of 2023, the SDA Demand Projections Report highlights that the number of participants requiring SDA will grow from approximately 22,900 in June 2022 to about 36,700 by June 2042, reflecting an average annual growth rate of 2.4%. This underscores the increasing need for diverse and innovative housing solutions tailored to the unique needs of NDIS participants in Western Australia.
